California to become first state to request waiver allowing undocumented residents to purchase health insurance through state exchange

SACRAMENTO, CA – An historic measure authored by Senator Ricardo Lara (D-Bell Gardens) was approved in a bipartisan vote of 27 to 8 today and now heads to Governor Jerry Brown for consideration. Senate Bill 10, known as the #Health4All Waiver, will remove barriers to the health insurance market by directing the state to seek permission from the federal government to allow undocumented Californians to purchase their own health insurance through the Covered California Health Insurance Exchange.

SACRAMENTO, CA – Today, Senator Ricardo Lara (D-Bell Gardens) announced legislation to close a loophole that allows private universities to discriminate against students and staff based on their gender identity, gender expression, or sexual orientation. Senate Bill 1146 would require universities who are granted a Title IX exemption to disclose that information to the California Student Aid Commission and disseminate the information to students and staff.

LOS ANGELES, CA — Senator Ricardo Lara (D-Bell Gardens) today announced the Dignity Not Detention Act to help close a gap in the mistreatment of immigrants by taking a stand against the mass incarceration and inhumane immigration detention conditions. Senate Bill 1289 will prohibit local city and county actors from being complicit in allowing private, for-profit companies from operating immigration detention facilities in California and require all other detention facilities to uphold national humane treatment standards.

SACRAMENTO, CA — Senator Ricardo Lara (D-Bell Gardens) today announced legislation to retroactively limit the state’s maximum misdemeanor sentence to 364 days. Senate Bill 1242 will provide on a retroactive basis that all misdemeanors are punishable for no more than 364 days, ensuring that legal residents who have committed low-level misdemeanors are not deported due to discrepancies between state and federal law.

SACRAMENTO, CA – Senator Ricardo Lara (D-Bell Gardens) today announced legislation that would assist Veterans of the United States Armed Forces that participate in the California Conservation Corps (CCC) to efficiently transition to employment after completion of the program. Senate Bill 1227, the California VET (Veteran Employment & Training) Program, would require the CCC to collaborate with the California Department of Veterans Affairs, in addition to Employment Development Department (EDD), to better assist corps members who are Veterans.
