BELL, Calif.—Bell's interim city manager is calling on California lawmakers to pass an emergency measure allowing the scandal-plagued city's newly elected officials to take office almost immediately.

Interim City Manager Pedro Carrillo says last week's recall election, and a judge's recent order that officials facing criminal charges stay out of City Hall, leaves Bell without a functioning government.

SAN FRANCISCO—Former California Chief Justice Ron George's crowning achievement was expected to be his crusade to drag the nation's largest court system into the 21st century: a computer system linking every courthouse in the state's 58 counties.

As initially envisioned a decade ago, anyone in any courthouse today should be able to get real-time information on just about any case anywhere in the state.

It was standing room only at a Meet the Candidates Town Hall meeting in the city of Bell last week, where eager residents packed the Bell Community Center to hear from more than a dozen candidates on the March 8 ballot.
