Price Gouging is Illegal During an Emergency:
Price gouging protections are in effect for LA County. Businesses cannot increase prices by more than 10% on essential goods and services during declared emergency. Violators may face fines between $10,000 and $30,000.

  • Guidance from LA County Public Health:

  • Odor Mitigation: Impacted residents can report odors, smoke, and other air quality issues to South Coast AQMD by calling 1-800-CUT-SMOG (1-800-288-7664), via the online complaint portal at www.aqmd.gov, or through their mobile app. 

  • Air Quality Testing: All data is being fed into SCAQMD’s air quality map that can be found at www.AQMD.gov or by downloading the South Coast AQMD mobile app.

  • Stormwater and Groundwater Testing: All water leaving the property enters a City of Los Angeles catch basin that leads into an LA County storm drain system. The LA County storm drain travels directly to the Los Angeles River and outfalls near Downey Road and Bandini Boulevard. The LASAN Environmental Monitoring Division is conducting analysis for the presence of the following: Antimony, Arsenic, Barium, Beryllium, Cadmium, Chromium, Cobalt, Copper, Lead, Mercury, Molybdenum, Nickel, Selenium, Silver, Thallium, Vanadium, and Zinc. LASAN has utilized containment tanks, eco dams, catch basin protectors, and vector trucks to capture, contain, and pump runoff to the sewer system for treatment. LASAN will continue to monitor and enforce compliance to prevent illicit discharges from the site and ensure that all water is properly removed and treated.

  • Financial Assistance for Businesses: The City of LA has created a $2 million Small Business and Workers Fund with a grant from the State of California. This fund will provide impacted workers who lost their employment or wages with reemployment services, along with other supportive services, and support for small businesses impacted to help them stay open. These services will be made available at the County and City's WorkSource Centers.
  • Free Buses: LADOT is making temporary service adjustments to serve Boyle Heights residents, offering additional free buses in the area. Two additional buses have been added to the Boyle Heights DASH route, operating daily with free service every 10-15 minutes until further notice. LADOT has also temporarily waived fares for Cityride Dial-a-Ride service for seniors and people with disabilities. A Cityride van is stationed at LAC+USC Medical Center to provide emergency transportation. Service runs daily from 6:30 AM to 4:30 PM.   • Temporary Housing: Airbnb.org and 211 LA are partnering to provide free, emergency housing. 211 LA is available to help determine eligibility and book a stay. Contact 211 LA’s team at 626-406-2786 — Available 7 days a week, 9:00 AM - 5:00 PM.
  • Addressing Odor and Indoor Air Quality: Window AC units can leave gaps, increasing indoor air quality issues and odor associated with this event. The U.S. Environmental Protection Agency doesn’t have particular guidance on odors, but it advises households with window air conditioners to close the outdoor damper to protect indoor air quality during wildfires. Adhering rubber gaskets to windows can also help seal the unit more tightly. Experts recommend that everyone with air conditioning change their filters.
